This is Global Body Arts Line of Water Based Face Paint. Apply to face or body with a brush or damp sponge. We recommend dampening the brush or sponge and then loading makeup rather than spraying the paint for longevity. Work the color slightly to break the "waxy" barrier for first time use. The Paints contain no perfume in order to reduce risk of allergic reactions. All neon colors are very bright to light up under black light or UV light. Neon colors, like in other brands, are made with pigments that have not been approved by the FDA to be used on cosmetics (the FDA has not tested them yet for cosmetic use) but they have been independently tested and have been determined safe for cosmetic use by independent laboratories (and peoples). Following FDA guidelines these colors are labeled as a Special FX product to be used on prosthetics, clothing, etc.
